Mission
Purpose
- To supervise, coordinate and administer the Station Tunnel Management System (STMS), Station Access Management System (SAMS) and Fire Detection & Protection maintenance contracts to ensure that all contractual obligations, technical requirements, statutory compliance, maintenance activities and Service Level Agreements are achieved safely, efficiently and cost effectively.
- The incumbent serves as the Operator's technical representative responsible for ensuring contractor performance, asset reliability, contractual compliance and continuous improvement of maintenance practices across all Gautrain stations, depots, tunnels, substations, emergency shafts and associated infrastructure.
Key Responsibilities
Contract Management & Governance
- Lead the day-to-day management and administration of the Control and Instrumentation systems, Access Control systems and Fire Detection & Protection maintenance contracts.
- Ensure full compliance with contract specifications, Service Level Agreements (SLAs), statutory regulations and company governance requirements.
- Monitor contractor performance against contractual KPIs, service deliverables and performance targets.
- Identify contract risks, variations, claims, additional works and change requests throughout the contract lifecycle.
- Verify contractor deliverables and recommend payment certification based on completed and accepted work.
Technical Leadership & Asset Reliability
- Provide technical oversight for maintenance activities across STMS, SAMS and Fire Detection & Protection systems.
- Ensure preventive, predictive and corrective maintenance activities are executed in accordance with approved maintenance strategies and OEM recommendations.
- Drive asset reliability through proactive maintenance planning, failure trend analysis and continuous improvement initiatives.
- Lead technical investigations into recurring equipment failures and implement sustainable corrective actions.
- Support lifecycle planning, obsolescence management and long-term asset replacement strategies
Maintenance Planning & Performance
- Coordinate planned maintenance activities to minimise operational disruption while maximising asset availability.
- Monitor maintenance schedules, work completion and backlog performance through the Maintenance Management System (MAXIMO).
- Ensure maintenance work orders are supported by complete technical documentation, inspection records and quality evidence.
- Measure maintenance effectiveness through KPIs including availability, reliability, response times and preventive maintenance compliance.
Contractor Performance Management
- Build collaborative relationships with maintenance contractor's while maintaining strong performance accountability.
- Conduct regular contractor performance reviews and implement improvement plans where performance targets are not achieved.
- Monitor contractor technical competency and compliance with contractual obligations.
- Promote a culture of continuous improvement through structured performance monitoring and technical feedback.
Asset Performance & Continuous Improvement
- Analyse maintenance performance data to identify trends, risks and opportunities for operational improvement.
- Develop recommendations that improve asset reliability, maintainability and whole-life cost performance.
- Drive reliability-centred maintenance practices through root cause analysis, lessons learnt and engineering improvements.
- Drive proactive asset obsolescence management to maximise asset life, improve reliability, and support strategic asset replacement and investment decisions.
- Support digital asset management initiatives through accurate asset information and performance reporting.
Safety, Compliance & Risk Management
- Champion a proactive safety culture by ensuring compliance with railway safety requirements, the Occupational Health and Safety Act, Work Permit procedures and company safety standards.
- Verify that contractors maintain compliant safety files, risk assessments, method statements and permit documentation before commencing work.
- Conduct regular technical and safety inspections to identify risks and implement corrective actions.
- Support incident investigations and ensure effective implementation of corrective and preventive actions.
Quality Assurance & Technical Auditing
- Perform technical inspections and quality audits to verify maintenance workmanship and contract compliance.
- Validate completed maintenance activities against contractual requirements, maintenance plans and applicable engineering standards.
- Identify non-conformances and drive timely close-out of corrective actions.
- Ensure all maintenance records, technical reports and asset documentation are accurate, complete and auditable.
Financial & Commercial Management
- Monitor contract expenditure, budgets and cost performance to ensure effective financial control.
- Review quotations, variation orders and additional service requests for technical accuracy and commercial compliance.
- Compile monthly payment certificates for the contracts on verified works.
- Verify invoices against completed work and approved payment certificates.
- Identify cost-saving opportunities while maintaining required levels of asset performance and service delivery.
Stakeholder Engagement
- Act as the primary technical interface between the Operator, maintenance contractors, Operations, OCC, Engineering, Procurement, SHEQ and external stakeholders.
- Facilitate technical meetings, contractor performance reviews and maintenance planning sessions.
- Prepare executive reports, technical presentations and performance dashboards to support operational decision-making.
- Build effective working relationships that promote collaboration, transparency and service excellence.
Reporting & Information Management
- Produce accurate monthly maintenance performance reports, technical analyses and management dashboards.
- Maintain complete asset histories, maintenance records and contract documentation within MAXIMO and company document management systems.
- Track SLA compliance, asset availability, maintenance trends and contractor performance through data-driven reporting.
- Present actionable insights that support informed maintenance and investment decisions.
Profile
- BTech/BEng/BSc Electrical Engineering (Light Current)
- Project Management, Contract Management qualification will be added advantage.
- Six (6) years working experience in maintenance of light current systems e.g. PLCs (Schneider), Instrumentation and Building Management Systems or SCADA.
- Three (3) years working experience managing outsourced maintenance contracts
