Mission

Purpose
  • The HR Manager is responsible for leading and managing the human resources functions. 
  • This includes overseeing HR planning, staff development, and policy implementation to ensure a well-functioning, compliant, and motivated workforce. 
  • The HR Manager will manage recruitment, HR Compliance, employee well-being, employee benefits, performance management, and ensure compliance with labor laws and organizational goals. 
  • The objective is to support operational performance and ensure a sustainable and positive work environment.
  • Coordination of HR activities, supporting managers and monitoring HR performance indicators. 
Principal Accountabilities 
  • To be a strategic business partner to the company and ensure that best business principles are nurtured and maintained.
  • To recruit employees in line with the agreed recruitment plan. the correct positions within the company.
  • To ensure that all Legislative requirements are met, and to ensure that Management is aware of all legislative requirements, particularly in respect of changing legislation.
  • To develop and maintain relationships with the different governing bodies.
  • To be a strategic partner to the management team and ensure that best business principles are nurtured and maintained.
  • To ensure harmony with respect to labour relations between the employer and the employee.
  • To ensure compliance to Legislation in all regards and constantly be aware of changes within the Legislation.
  • To develop policies, procedures and guidelines for employees.
  • To ensure that Bombela Operating Company becomes an employer of Choice.
  • To build up and maintain good relationships between employees, Unions, Employer Organisations and relevant external bodies.
Specific Responsibilities
  • Develop and implement HR plans aligned with organizational objectives.
  • Ensure HR policies and procedures are effectively communicated and adhered to, fostering a positive organizational culture.
  • Lead and manage the HR team, providing coaching and fostering professional development.
  • Implement and oversee performance review systems, ensuring consistent and fair evaluation processes.
  • Ensure optimal staffing within HR to handle employee relations, and administrative tasks effectively.
  • Ensure the company complies with all relevant labor laws, health and safety standards, and public transport regulations.
  • Conduct regular audits of HR processes and procedures to ensure compliance and identify areas for improvement.
  • Manage conflict resolution and grievance processes to maintain a harmonious and legally compliant work environment.
  • Oversee the use of HRIS systems to manage employee data, and performance tracking.
  • Analyse and utilize data analytics to make informed decisions on workforce trends, absenteeism, and retention.
  • Implement automation solutions for HR administrative tasks to improve efficiency and accuracy.
  • Collaboration and Communication with all stakeholders
  • Work closely with department heads to ensure HR initiatives support overall business objectives and operational needs.
  • Act as a key liaison between management and employees, ensuring transparent communication and fostering trust.
  • Lead HR efforts during organizational changes, ensuring smooth transitions and minimal disruption to operations.
  • Address issues regarding communication and employee morale.
  • Ensure that all employee Health & Safety issues are attended to.
  • To ensure that stakeholders are well informed of HR activities at all times and to establish a free flow of information.
  • Oversee daily clinic operations to ensure employees are fit and healthy to be at work and ensure safe employee return to work.
  • Manages mandatory medical exams to keep company compliant with health and safety laws

Profile

Educational Level 
  • NQF Level 7 Degree / Advanced diploma in Human Resource Management or equivalent area
Years of Experience
  • More than 7 Year(s) working experience as a Generalist HR (Management level) including 2 years Payroll experience. 
Other Technical/ Professional Skills/Qualifications
  • Professional registration with SABPP
  • Knowledge of Sage 300 people/VIP Premier
  • knowledge of local labour laws – LRA, BCEA, EEA
  • Driver’s License
  • Computer Literacy (MS Word, Ms Excel, Ms Powerpoint, ERP HCM)
  • Exposure within the rail industry and / or to Union negotiations, CCMA matters and an understanding of SA legislation.
  • Sound knowledge of a payroll administration / HR system
